FDA and surgeons/doctors never supported any natural product as medicine. They treat them as dietary supplements on an only excuse of further studies are needed to prove their medicinal/efficacy values, but they never tried to do further studies. May be because of commercial reasons.
FDA banned silicon Implants for long 13 years, then lifted it without any solid reason but never claimed they are safe. The surgeons, who dismiss natural enhancements, perform implants very gladly, no matter how unsafe it is.
Herbs like Pueraria mirifica, Fenugreek, Hops, Soy contains a phytochemical known as Phytoestrogen. They are similar to mammal estrogens, but unlike estrogens, their excess amount is not stored in the body. This property of phytoestrogen provides it a meaningful upper hand over estrogens. That is, over exposure to estrogens may cause breast cancer where as phytoestrogens are cancer protective, they may replace HRT(hormone replacement therapy)to treat menopausal symptoms. They are already much popular in tribal/rural areas for breast enhancement. There are enough studies done on phytoestrogens, you may find some summeries with name of the fellow, date, university and conclusion in my site with some published books and papers.
